Philadelphia is hit again with another gamble that failed... this time the level of fraud leaves you in total unbelief:
 
Unlicensed Daycare owned an operated by 1st Black  female  Union Boss that also had unregistered slot machines in the rear of the same building.

No liquor license for the bar/entertainment space shared with the daycare center. Children educated in the front, elite schmoozing in the rear with a few City Council members and state senators.
No  Corporation status within the Commonwealth
No insurance in the company's name
Received Grant money in her personal name
No L&I inspections  and the list goes on and on...
